This is a wild-eyed conspiracy flame I dashed off one night
after staying in the Alt.{weird} areas too long.  Those factors
do nothing to minimize the truth of these ravings or the
accuracy of the items noted below.

Many of you have heard of the MKULTRA mind-control/psychedelic
drug experiments the CIA conducted back in the seventies and
which undoubtedly continue to this day.  Some of you may have
heard of various experiments in ESP done by Putoff & Targ at
Stanford Research Institute back in the mid-seventies as well.
Well, if you people are worried about Big Brother eavesdropping
on your digital conversations, you can rest easy knowing that
that is the LEAST of your problems.

The GUB-MINT (or their crypto-industrial standins like Ed Dames
of PSI-TECH, Inc. located in Albuquerque NM) has the ability to
see what you are doing using people trained in ESP.  This
activity is called Remote Viewing, and it is a repeatable,
established procedure.  It is not limited to looking in on a
known location, but can search for a known object, person, or
situation at an unknown location, or even detect specific
instances based on very general descriptive material or
suggestions.

Puthoff & Targ's original research on Remote Viewing, done at
Stanford Research Institute, was funded in part by NASA and
supposedly by the Office of Naval Intelligence.  Detailed
reports on their findings can be found in the Proceedings of
the I.E.E.E. Vol 64, No. 3, March 1976, ppg. 329-354, in an
article titled "A Perceptual Channel for Information Transfer
over Kilometer Distances: Historical Perspective and Recent
Research"  This research was later attacked by scientific
"jingoists" on procedural grounds since the implications were
really earth-shaking and could cause a real paradigm shift if
taken seriously, but others not so concerned with scientific
jurying and referee's opinions became interested in looking for
potential applications for this research.

Ed Dames, who evidently founded PSI-TECH, was supposedly
trained by one of SRI's remote viewing subjects, Ingo Swann.
PSI-TECH offers corporate intelligence gathering and
investigation via Remote Viewing to anyone with deep enough
pockets.  Their staff consists of ex Military Intelligence
types among others!

Note that this research was done nearly 20 years ago!  Who
knows where they are now with this technology?  Other civilian
researchers in parapsychology at the Foundation for Research on
the Nature of Man in Durham, NC have said that govt. interest
in Remote Viewing research has dropped off, being replaced with
more funding relating to Psycho-Kinesis research.  (J.B. Rhine,
who started modern parapsychology research after WWII, founded
this foundation) Published PK research has recently
concentrated on detecting micro-PK ability in "common" people
via their influence on Quantum-mechanical electronic devices
like decay-driven Random Number Generators.  Re: experiments at
the Princeton Engineering Anomalies Research lab, as well as
Schmidt & Honorton's work.  (I can't remember if these two
worked there or not.)

It is interesting to speculate on the ties between the "New
Physics" interpretations of the possible mind-matter
interactions implied in quantum physics and the possibility of
influencing electronic equipment via PK.  Most all complexes
with computer/electronic equipment have their tales of "typhoid
Marys" who ALWAYS have trouble with equipment, and their
opposite numbers who are required to be on site for stuff to
run properly.

Think how vulnerable modern military hardware might be to this
kind of interference, as opposed to the mechanical systems of
the Second World War.  BTW do you know that much supposed
"primitive" Russian military hardware is based on tube and
discrete component technology to make it more resistant to
electromagnetic attack?  Maybe that's not the only kind of
attack they were worried about, ESPECIALLY considering that the
Rooskies are supposed to be ahead of us in what they call
"Psychotronic Warfare" @!@?

The development of Less Than Lethal weapons systems for the
military is HOT STUFF these days. (PK attacks on equipment
would certainly qualify as LTL) Tomahawk cruise missiles
carrying warheads full of carbon fiber filaments were used
during the initial Desert Storm attacks to short out Iraqui
electrical sub-stations.  Tests involving the production of
intense Electro Magnetic Pulses via non-nuclear means have
produced prototypes of *more* cruise missile warheads to allow
unmanned preemptive attacks to soften up enemy Command-Control-
Communications-Intelligence systems before manned bombers or
ground forces would intrude.

The interesting part of all this is that the current head of
the LTL research program out at Los Alamos National
Laboratories is the same guy who headed up a study on
Enhancing Human Performance back in the seventies, a Col. John
Alexander.  Alexander wrote a cogent and well developed rebuttal
to the NRC report on EHP calling for the study of ESP and
related phenomena and their potential military applications.
Another military man, General Albert Stubblebine, was also
associated with the EHP project and later served on the board
of directors for PSI-Tech.  Stubblebine was head of INSCOM
(Intelligence Services Command or Intelligence Security
Command,I believe) for a time as well.

Both Stubblebine and Alexander are currently or were married to
women heavily involved in UFO abduction research of all things:
Rima Leibow to Stubblebine, Victoria Lacas to Alexander.  These
names should be familiar to anyone dabbling in UFOlogy.
Possible ties between UFO abductions and ongoing mind control
experiments/LTL personnel-incapacitation are detailed out in
the article "The Controllers" by Martin Cannon, which can be
found on many BBS's.  (MNDC*.ZIP on CI$)

Leibow is the founder of the TREAT conferences and the TREAT
center, (Treatment & Research of Experienced Anomalous Trauma)
which have concentrated on typical Abductee stuff, but also
attracted researchers heavily involved in RV and ESP areas the
last couple of years.  A short list of recent attendees 
includes:
-       Ed Dames of PSI-Tech fame.
-       Retired General Albert Stubblebine, mentioned above.
-       Stephan Schwartz, founder of the Moebius Society, 
        evidently similar to PSI-Tech.
-       Jack Houck, aerospace engineer famed for his early "PK 
        Parties".
-       Craig Jensen, supposedly an experienced RV'er.
-       Dr. Ian Wickram (sp?) who does research on the 
        physiological symptoms associated with trauma and 
        recollections thereof.  

Wickram is of particluar interest.  He was a featured speaker 
at the FNRM's annual conference on "Consciousness, Psi, and 
Survival.  Wickram has ties to the Human Performance Foundation 
mentioned next. (Parenthetically, Dr Wickram has a peculiarly 
"Strangelovian" accent for someone with such an anglophilic 
name?!)

Another mutual friend of Alexander and Stubblebine's is C. B.
Scott Jones, a one-time aide to Senator Clayborne Pell, who is
heavily involved in UFOlogy and parapsychology, as well as
being president or director of the Human Performance
Foundation, an innocuous sounding organization with ties to the
gub-mint and spookdom in particular.

This can all be verified in books like "The Warrior's Edge" by
Alexander, Groller, and Morris; publicity materials from
PSI-TECH; recent issues of Aviation Week and Space Technology
as well as Janes Military Review; as well as the previously
mentioned series of posts on the FIDONET UFO conference called
"The Controllers" which while lacking in many areas was
interesting concerning current LTL projects. I think that
discussions of LTL technology made it to Omni, or Newsweek and
Time as well in the past few months, if my memory serves me
correctly.

Alexander's two co-authors bear a little scrutiny as well:
Janet Morris, is best known as a science fiction writer, but
has reportedly been involved with Remote Viewing experiments
for the past 19 years, and is a researcher at a right-of-center
think tank specializing in strategic analysis and
counter-insurgency studies.  Major Richard Groller wrote an
article on Soviet Psychotronics for Military Intelligence
magazine back in the 80's.

This whole area of interest has gotten hot again due to Adm.
Inman's arrival on the scene as "SECDEF-elect".  Inman, a
spook-supreme from way back, is a big backer of LTL technology,
and Alexander is going to be the new fair-haired boy of the
high-tech set.  In an unusual deviation from normal conflict of
interest policies, Inman is also currently on the board of
directors for S.A.I.C. in California.  (Science Applications
International Corporation)   He is not alone in his
representation on the board of directors: three other directors
or corporate officers have become highly placed pPentagon
officials.

This company is one of the largest govt. contractors for
research and development in general, and of LTL weapons and
technology in particular.  Their interests are not limited to
hardware, however:  Staff from their Cognitive Sciences
laboratory helped organize and publicize the Annual Conference
of the Parapsychological Association held last August 14th -
19th in Toronto, Canada.  I wonder what else they are working
on besides LTL technology? Has S.A.I.C. stepped into S.R.I.'s
shoes as the chief gub-mint ESP research center?

LTL is going to be sold to a war-weary public as a new "clean"
way of waging war.  Why use all those nasty bullets and bombs
when you can make the enemy puke on their shoes or crawl around
dizzily like roaches hit by "Raid"?  The fact that the EMF and
sonic weapons that would be used to produce these
'incapacitating' effects can fry your brain or make your eyeballs
explode at shorter ranges/higher energy levels is a moot point.

More interesting on the home front is the potential for
application of LTL technology to riot control and other
"domestic disturbances"  It is no accident that our own
Attorney General, Ms. Janet Reno, was a featured speaker at a
classified conference on LTL technology and applications held
last November 16th and 17th at the Johns Hopkins Applied
Physics Laboratory in Laurel, MD.

Psychic surveillance, combined with non-obvious LTL forms of
harrassment and outright attack promise to be the metal from
which the shackles of a new, never-ending state of slavery and
servitude will be forged.  The future may be one which makes
"1984" pale, made all the worse for the fact that we won't even
realize it is happening.

So, look out, or better yet, start figuring out which mantras
to chant to foul up this ethereal eavesdropping.  There is a
whole new field of research just waiting for the right intrepid
soul: RVCM, Remote Viewing Counter Measures!  Better yet, learn
how to Remote View as well, so you can tell when they are
coming after you.  Just remember, it's all in your head.  If
you really believe you can do this, you _will_ be able to.
