Letter to Alain Beaulieu, Ottawa, Canada
October 20, 1994

Dear Alain:

Inclosed is a dubbed copy of the draft videotape presentation 
you wanted, "Secret Superweapons that Drive Disarmament 
Negotiations".

For good measures, I also included another presentation on the 
Vacuum Triode, invented by Floyd Sweet. I videotaped this device 
in actual operation while Sweet would still cooperate. The device 
was quite real (I tested it several times, as did others), but 
nothing will ever come of it because Sweet signed conflicting 
agreements with various backers and took money from each of them. 
Consequently, it is legal nightmare, impossible to ever retrieve 
and straighten up. I no longer am associated with Sweet, but 
served as a consultant for some seven years or so. Just thought 
you might like a copy of the tape. This is the actual device Sweet
 also used to perform an antigravity experiment at my strong 
urging. In the experiment, the weight of the vacuum triode was 
stably and controllably reduced by 90%. (This is in my IECEC 
paper).

I hope you like the videotapes. With respect to the superweapons, 
three other nations also developed the weapons; those nations are 
not hostile to the United States. A series of strike exchanges 
occured beginning in 1989 between those nations and the Soviet 
Union and involved primarily the swapping of large earthquakes. 
[At that time, we had an instrumental way of knowing/detecting 
which earthquake was natural and which was manmade.] At any rate, 
the Soviet Union was rather soundly checked by retaliatory strikes; 
it could not continue with its plan without suffering devastation 
of the USSR. In the lurch from that, its economy failed, and the 
rest is history.

However, in order to survive as head of the new Russia, it was 
necessary for Yeltsin to make a deal with the KGB. The KGB is still 
fully funded, still in business. In return, the KGB supported 
Yeltsin, which meant that any so-called coup against him was 
already doomed to failure. The KGB's great scalar EM (energetics) 
weapons and facilities are still on line. The weather over North 
America, e.g., has been engineered by the KGB since 1976 and that 
includes the recent 27 inch rain in Houston, Texas. Meanwhile, the 
KGB has deployed a whole generation of much more advanced 
transmitters than the former Woodpeckers. As I write this, several 
hundred Russian scalar EM signals, not normally detectable, fill 
the air over North America.

Presently, I am trying very hard to interest the orthodox community 
in the Priore approach to a totally new EM therapy. Only if we 
develop this can we ever hope to survive the biological warfare 
strikes that are going to be unleashed against our military and our 
civil populace. Even the international terrorists are beginning to 
get BW (Biological Warfare) agents. It is only a matter of time 
until a series of such strikes -- probably small at first, then of 
increasing magnitude -- are launched against the Western nations. 
But I fear I will not be in time; the orthodox community is so 
dogmatic and sluggish that, as Max Planck said, you can only get a 
new physics when the old physicists who adamantly oppose it at last 
die off. This time they are likely to die suddenly, with an awful 
lot of other people going at the same time. If the KGB desired to 
do so, then \tomorrow morning, 50 million or more Americans would 
already be dead by noontime!\

I hope your own work goes well and that you are making progress. 
Here it is very, very slow, particularly since I was laid off in 
April and have sustained a rather dramatic decrease in my income! 
I of course have my military retirement, but now must be very 
frugal. I simply cannot fund such sweeping expenses to gather 
information as I once did (e.g., more than $10,000 U.S. per year 
for some 30 years).

Our free energy work here at CTEC goes slowly, but it goes. We are 
presently very frustrated, waiting on Fogal chips to get on with 
it. Fogal is also frustrated; Georgia Tech has agreed to allow use 
of its advanced semiconductor lab to make the chips, but its 
bureaucratic "bean counters" simply don't want to spend University 
funds, but are casting around to get it funded by someone else. 
Meanwhile, they are fiddling while we are burning, to corrupt 
Shakespeare so to speak.

Also I have stumbled onto a most incredible technical direction in 
which overunity systems are almost sure to go. This way will work 
like a charm, but unfortunately demands a far, far better 
laboratory and equipment than we are able to muster at present. 
The thing one needs is already in the literature, and 
experimentally proven, but no one has noticed! It turns out that 
if one "reverses" a couple of things that are already being 
developed at the forefront of a certain research technology, then 
a fantastic application for overunity devices immediately results. 
The fundamental mechanism rapidly becomes much easier, the 
switching problem is solved, the capacitor problem is solved, and 
the necessary overunity mechanisms can then be miniaturized into 
solid state chips. We are keeping this highly proprietary, however, 
until we secure funds and are able to devote an entire modern 
laboratory to a crash program in that respect. It is foreseeable 
that a cube less than a foot on a side could furnish the power to 
a very large, luxury automobile with all its gadgets fully powered. 
Or a boat or a private plane. And the MAGLEV train would then be 
rather a snap.

Of such are the dreams and visions of old warriors who have 
nothing better to do than stare at the fire, dream, and mutter 
foolishly into their beards!
