1989 HOUSE VOTES ON DOE ISSUES
During 1989, the House of Representatives had five floor votes on
issues related to the Department of Energy (DOE) nuclear weapons
complex. These voting records are listed below, along with the
cosponsors of H.R. 2403.
Ray. An amendment by Rep. Richard Ray (D-Ga.) to H.R. 1056 to
prohibit the Environmental Protection Agency (EPA) and the states
from imposing fines or penalties against federal facilities for
past waste disposal. Rejected 98-322 (Dem. 29-222, Rep. 69-100),
July 19. A "+" is a "No" vote.
H.R. 1056. Passage of H.R. 1056, introduced by Rep. Dennis Eckart
(D-Ohio). The bill would affirm that federal facilities, including
DOE sites, are covered by the Resource Conservation and Recovery
Act (RCRA). This would allow EPA and the states to issue
enforceable orders concerning the management, storage and disposal
of hazardous waste. Passed 380-39 (Dem. 241-10, Rep. 139-29), July
19. A "+" is a "Yes" vote.
Spratt. An amendment by Rep. John Spratt (D-S.C.) to the National
Defense Authorization Act to increase cleanup funds for DOE nuclear
weapons plants by $300 million. Adopted 400-22 (Dem. 249-2, Rep.
151-20), July 25. A "+" is a "Yes" vote.
H.R. 2403. Not actually a "vote", but cosponsorship of H.R. 2403,
the International Plutonium Control Act. Introduced by Reps. Ron
Wyden (D-Ore.) and Dante Fascell (D-Fla.), the bill calls for a
bilateral, U.S.-Soviet ban on the production of plutonium for
weapon production. Cosponsor to non-cosponsor ratio is 176-256
(Dem. 166-91, Rep. 10-165), with five additional non-voting
cosponsors. A "+" is a cosponsor of the bill.
Wyden. An amended version of the International Plutonium Control
Act offered as a floor amendment by Reps. Wyden and Fascell to the
National Defense Authorization Act. The amended version includes a
Sense of Congress in favor of a bilateral plutonium moratorium and
requires the Administration to prepare a report for Congress on
verification issues. Adopted 284-138 (Dem. 236-13, Rep. 48-125),
July 27. A "+" is a "Yes" vote.
Derrick. An amendment by Rep. Butler Derrick (D-S.C.) to the
National Defense Authorization Act to exempt a DOE reactor at the
Savannah River Site in South Carolina from the thermal discharge
requirements of the Clean Water Act. Rejected 70-348 (Dem. 26-
222, Rep. 44-126), July 27. A "+" is a "No" vote.
A "?" means the Representative did not vote. An "I" means the
Representative is newly elected and was ineligible to vote at that
time.
